About a month ago, I had a terrarium in a tank that became infected with a lot of fruit flies. I emptied all of the substrate, dried it out, and then rebuilt the terrarium from scratch. However, only a few days later, the fruit flies returned. How do I make sure that these pests are gone for good?

Nematodes, can order online or buy at some hardware stores. They’ll eat the gnat larvae in the soil

Sticky traps
Mosquito dunks. I’ve been using them in the water for my houseplants and it’s been working really well. I’ve read that they are safe to use with inverts but I haven’t actually tried it with any of mine yet, the fungus gnats aren’t a problem in my isopod bins atm.
I had good luck adding some mosquito bites to the soil and adding fly traps. Basically the bites will kill the babies and the fly traps catch the mature ones before they can lay more eggs. Took about 3 weeks to completely get rid of them, swapped out the sticky traps a couple times during that time and the last sticky traps I had up there were only 2, down from probably a couple hundred on the first ones I put up.
OKI SOO I HAD THIS PROBLEM, I bought fruit flies to feeds my Venus trap. Anyways didn’t work out.

This stuff killed them all.
Next to the tank put a pile of salt a cup of tequila, a toothpick, and a rock should take care of them
